Commission splits on PDR rezoning for Bayview; staff asked to return with broader Eastern‑neighborhoods briefing

Planning staff presented a package of proposed changes to create PDR (production/distribution/repair) districts and to define two bioscience categories for parts of Bayview Hunters Point, including size limits for lab‑type uses and limitations on large retail and office in core industrial areas.
Commissioners and dozens of public commenters urged the department to provide more detailed economic and workforce analysis, transit and public‑realm assessments, a citywide PDR context and clearer mapping before initiating an ordinance. Community speakers — including residents and neighborhood advocates — expressed concern about potential displacement and urged greater community outreach.
That division was reflected in the commission’s votes: an initial motion to initiate the zoning ordinance failed on a tie. Commissioners later agreed to continue the item for initiation and to hold a combined April 12 session that will present an Eastern Neighborhoods status report (including Bayview and Mission Bay context) and an expanded briefing on PDR, transportation, workforce development and economic strategy. Staff will prepare additional materials and invite economic-development partners and workforce representatives to the April session.
What’s next: The Bayview PDR initiation will be continued and addressed as part of an April 12 workshop that will include Eastern Neighborhoods and Mission Bay context; staff was asked to provide transit, land‑use mapping and workforce/biosciences analysis ahead of that date.
