The San Francisco Board of Appeals upheld the Planning Department’s letter of determination restricting hours for Farina’s front sidewalk seating but modified the schedule after hearing competing noise studies and neighborhood testimony.
Planning had recommended limiting sidewalk seating to a clearing time of 8:30 p.m. to address potential noise from the restaurant’s expansion and rooftop seating. Appellant representative JH Kostelni said the applicant had commissioned an acoustical study showing no detectable increase in noise during peak evenings and that rooftop mitigation and screening had been planned.
Neighbors and business representatives presented an alternative acoustical report and testified that patrons already sometimes remain past the hours recommended by Planning and that noise and double parking are problems on the block. Commissioners debated the Mission/North‑Beach restaurant corridor context and the competing evidence. The board voted to uphold the LOD with modifications allowing earlier weekend morning hours and limited Friday and Saturday evening service to 10 p.m.; the motion passed 4–1.
