Staff described the project as excavation to add a six-car garage in an RM-1 district and recommended approval. Neighbor Doug Kane pressed commissioners to require restoration of an ornamental trellis and to ensure any demolished historic fabric be replaced. The project sponsor and an owner living in the building said the trellis had rotted and that restoration was feasible.
Commissioners discussed garage door width and design, staff preferring 10-foot-wide opening for a six-car garage. The commission approved taking discretionary review and adopting conditions requiring staff review for "high quality" sympathetic mullion patterns on the garage windows and that the applicant file permits to replace the trellis within 30 days and pursue those permits diligently.
Planning staff cautioned that the commission could not withhold the garage permit as a penalty for hypothetical future code violations, but commissioners nonetheless required permit filing and restoration efforts as a condition. The motion passed by roll-call vote with all commissioners present voting to approve under the stated conditions.
The decision directs staff to process the garage permit subject to the specified design conditions and to monitor the trellis permit filing.
