Joan Gerardo told the Planning Commission that the Final Environmental Impact Report for the harbor is slated for the Jan. 11 hearing and urged staff to research U.S. Army Corps of Engineers standards for levees and seawalls as potential leverage to require seawall retrofits.
Gerardo said the harbor project has been under study for 17 years and has moved through four mayors and five boards of supervisors without decisive action. "The FEIR for the harbor is coming before you on January 11," Gerardo said, and she recommended that staff examine Army Corps manuals and standards, citing them as a possible mechanism to require waterproofing or retrofit work that the city's building code does not currently address.
