Public Works proposes modest permit fee increases; committee forwards ordinance and continues court reservation fee

Public Works finance manager Jennifer Marquez told the Budget & Appropriations Committee the department is proposing targeted fee adjustments to permit types that have not been updated for over a decade. The proposed ordinance (item 15) would raise select fees — street space, major and minor encroachment, vault/transformer permits, temporary occupancy and overwide driveway permits — by roughly 10% on average to reflect CPI and a consultant’s user‑fee study. Marquez emphasized the department used a surgical approach to minimize impacts on small businesses and excluded items such as tables & chairs, parklets, mobile food facilities and display merchandise from the increases.
Public comment: No public commenters signed up on item 15 on June 21. For item 12 (an ordinance amending the park code to authorize fees for reserving tennis and pickleball courts outside the Golden Gate Park Tennis Center and affirming a CEQA determination), Rec & Park director (Director Dunning) told the committee the department was still negotiating with stakeholders on a fee structure and asked to continue the item so policy changes could be finalized within the 30‑day window; the committee agreed to continue the item to a future meeting and will revisit the revenue timing.
Vote: The committee moved item 15 forward to the full board with a positive recommendation; the roll call recorded five ayes.
Why it matters: The permit fee increases are incorporated into the FY24–25 and FY25–26 budgets as assumed revenue and are intended to better align fees with service costs while limiting small business impacts. The court reservation fee (item 12) was continued to allow further stakeholder negotiation and to ensure committee review before any revenue is realized.
Next steps: Item 15 will go to the July 9 full board with the committee’s positive recommendation; item 12 will return to committee after Rec & Park stakeholder discussions.
