The Planning Commission on Nov. 9 approved the demolition of an existing single‑story home at 43120 Sixth Avenue and the construction of a four‑story building containing three residential units, after staff recommended not to take discretionary review.
Planning staff (Glenn Cabarrus) described the application as a mandatory discretionary review under the residential demolition policy. The department found the sponsor's replacement project included adequate replacement housing and a "sandwich" report (soundness/cost determination) meeting demolition policy criteria. Staff said environmental review included a historical component and the building was determined not to be a historic resource.
Project representative John Lau told the commission the demolition assessment and associated reports were drafted in 2005 and the sponsor had been working on the project for more than a year. Commissioners asked about the historical resource review and garage‑policy discussions; staff explained the house had received a certificate of environmental determination and the historic‑resource questions had been evaluated by planning staff and a consultant.
Commissioner Antonini moved to not take discretionary review and to approve the demolition and new construction; the motion passed without dissent.
What's next: The project moves forward with standard permit processing. The commission asked staff to include historic‑resource reports in future package materials when older structures are involved.
