Supervisor Maxwell's Eastern Neighborhoods resolution sparks large, divided public debate; Commission unable to reach a recommendation

Supervisor Sophie Maxwell introduced a resolution directing that area plans for Eastern neighborhoods (South Of Market, Mission, Showplace / Potrero, Central Waterfront) identify and protect sites to meet an affordability target described in the City's housing element and prioritize PDR and arts-related uses in appropriate zones. Maxwell framed the measure as an effort to preserve working-class families and jobs and to set policy guidance so area plans protect industrial businesses and secure land for affordable housing.

Planning staff and dozens of public speakers differed sharply over the measure: neighborhood-advoacy groups and grassroots organizations supported the emphasis on affordable housing and PDR protection, urging stronger public safeguards. Developers, property owners, and several builder and business associations argued the resolution was drafted without adequate geographic specificity, would freeze or kill mixed-income development in the pipeline, and could undermine the multi-year area-plan process and pending rezoning work for East SoMa and other subareas. Speakers warned the proposal could reduce private investment and jeopardize funds used to build affordable housing.

Commissioners debated the merits and the timing. Multiple motions were made (including motions to continue the resolution for further review and to forward it with or without recommendation). A motion to continue failed on a tie. With no majority for a recommendation and substantial division among commissioners, the transcript records that the resolution will be forwarded to the Board of Supervisors without a Planning Commission recommendation; commissioners asked staff and Supervisor Maxwell's office to clarify language and to return with written edits if appropriate. Planning staff and the supervising office acknowledged the draft could be tightened to clarify that protection of PDR and arts uses applies to "appropriate zones and sites" identified through the area-plan process (staff committed to returning suggested language adjustments).
