Staff also recounted the property’s complicated history, including earlier demolition activities and project delays, and argued the commission should not reward a sponsor that demolished structures without proper permits.
Project representatives, including a McDonald’s real estate official, said the owner is negotiating redevelopment and sought interim activation of the site for parking; neighborhood speakers urged activation and better management of the vacant lot, including security and lighting. Commissioners debated the difference between this proposal and other interim lots previously approved (e.g., 555 Mission Street) and whether conditions such as 24‑hour security could mitigate neighborhood concerns. Ultimately the commission adopted staff’s amended findings and denied the conditional use 5–1 (Commissioner Antonini voted against denial).
