Budget committee amends and forwards mayor's budget, salary ordinances to full Board; motions pass unanimously

The Budget & Appropriations Committee voted unanimously Tuesday to amend and forward the mayor's budget and the companion annual salary ordinance to the full Board of Supervisors with a positive recommendation. Chair Matt Haney moved the committee's package and accepted the mayor's technical adjustments; President Walton seconded the motion and the roll call recorded five ayes.
Committee members said the package aims to accelerate recovery from the COVID-19 pandemic while preserving local priorities. Ashley Graffenburger, the mayor's budget director, told the committee she would circulate technical changes that produce no net new cost to the general fund and that the edits clarify programmatic spending, including funds for the free Muni for youth pilot.
The committee emphasized investments targeted to populations hardest hit by the pandemic. Chair Haney highlighted expanded homelessness funding, stepped-up spending on alternatives to policing and mental-health response teams, and new supports for communities of color and LGBTQ residents. The mayor's remarks, read at the program earlier in the day, also referenced a proposed $12 million allocation for a planned LGBT museum in the city budget.
Procedurally, the committee adopted language authorizing the controller to make necessary bookkeeping and descriptive-code changes to implement the committee's actions and to balance accounts, excluding fund and department structural changes. After the motion passed, the Chair said items 1 and 2 will be forwarded to the full Board on July 13 with a positive recommendation.
Separately, the committee considered an ordinance to appropriate $64.1 million from the fiscal cliff reserve for rent relief and affordable housing acquisitions (item 3). Committee members said they had secured additional rent-relief funding in the package just approved and moved to continue item 3 to the call of the chair for further work; that continuation passed on a roll-call vote.
What's next: items 1 and 2 (the budget and the annual salary ordinance) will be considered by the full Board of Supervisors at the July meeting; item 3 will return to the Budget & Appropriations Committee for further consideration and public input.
