Committee forwards $104.9 million economic and cultural relief package to full Board

The Budget and Appropriations Committee voted March 23 to forward to the full Board an ordinance appropriating $104,900,000 of property tax revenue across multiple departments to support small businesses, arts and cultural programs, education partnerships and pandemic-related family relief.
Clerk John Carroll read the ordinance, which directs funds to the Office of Economic and Workforce Development; the General Services Agency; the City Administrator; the Arts Commission; the Department of Children, Youth, and Their Families; Public Health; and General City Responsibility. The ordinance also deappropriates $28,200,000 of business fee revenue and places $6,520,705 in reserve for fiscal year 2020–21.
A committee member identified in the record as Supervisor Marr requested co-sponsorship and thanked staff — including Abigail Rivamonta Mesa in Chair Haney’s office — for work building consensus. The Budget Legislative Analyst’s Office said it had not issued a revised report due to timing but viewed approval as a policy matter for the Board.
Chair Haney offered two technical, non-substantive amendments correcting department abbreviations in the ordinance: a $1,100,000 cultural-districts transfer should read MOCD (Mayor’s Office of Community Development) rather than Arts Commission, and the Family Relief Fund transfer should read OEWD (Office of Economic and Workforce Development) rather than OSB. He moved to adopt the amendments; they were seconded and passed by roll call.
Chair Haney then moved that the amended ordinance be recommended to the full Board as a committee report; Vice Chair Safaei seconded. The roll-call vote recorded four ayes and one absence (Supervisor Ronan absent), and the committee forwarded the item to the Board’s 2:00 p.m. meeting that day.
The ordinance funds a mix of small-business relief, arts impact endowments and cultural district support, youth and education programs (including partnerships with the San Francisco Unified School District and City College), overdose prevention and family relief for households affected by COVID-19. The Budget Legislative Analyst noted policy-level considerations remain for the Board to address.
