The lease package calls for privately financed construction of three full‑size soccer fields and an athlete training center, with an option for phased expansion; TIDA staff said the improvements are principally permitted under the island’s master plan and will sit adjacent to a planned 40‑acre sports park. "We estimate that the revenue over the initial 25‑year term will total $9,660,000," the Budget & Legislative Analyst reported during the committee hearing.
Proponents framed the project as a chance to boost women’s sports and youth access. Madison Tam read Supervisor Matt Dorsey’s statement of support, and former U.S. national team player Brandy Chastain told the committee, "Today is about one thing and one thing only, and that is access," stressing youth programming tied to the facility. Bay FC CEO Brady Stewart said the club would be “honored” to call Treasure Island home.
Committee members praised the public‑private partnership but asked staff about timing, coordination with on‑island infrastructure work and how rent credits and expansion options would be administered. The measure was moved to the full Board with a positive recommendation after a roll call that recorded the committee’s three affirmative votes.
What’s next: The measure will appear on the Board of Supervisors agenda for final consideration; TIDA and Bay FC plan early construction next year aiming for facility completion ahead of the 2027 NWSL season.
