The Budget and Finance Committee on Oct. 30 forwarded a package of items to the full Board of Supervisors with positive recommendations. Each item passed the committee by roll call with three ayes.
Item 1: Public Health grant — The committee approved forwarding a retroactive resolution authorizing the Department of Public Health to accept and expend a $440,000 grant from the Centers for Disease Control and Prevention (through the California Department of Public Health) to support the State Physical Activity and Nutrition (SPAN) program and CalFresh Healthy Living over Aug. 1, 2024–Sept. 30, 2028. Preeti Rani (SFDPH) said the grant will fund staff support, training materials, technical assistance and evaluation across six pilot sites.
Item 2: Radio system agreement with UCSF — The committee forwarded a resolution authorizing the Department of Technology to enter a trunked radio system usage agreement with the University of California, San Francisco through June 30, 2035, with a minimum revenue commitment of approximately $2.4 million. Brian Roberts (Department of Technology) said the arrangement will allow UCSF police to interoperate with city public-safety personnel and share maintenance costs.
Item 5: SFPUC easement for Sunol pipeline — The committee forwarded a resolution authorizing the San Francisco Public Utilities Commission to acquire a perpetual 4,008-square-foot pipeline easement and approximately 34,834 square feet of temporary construction easement at Sunol Lehi School for $35,000 (appraised value), with closing costs and administrative fees not to exceed $50,000. SFPUC staff said the town-of-Sunol pipeline is a critical asset feeding potable and non-potable systems; the overall project cost for the pipeline segment shown was described as roughly $4.7 million and the full capital program around $12.2 million.
Item 6: Increase interim financing caps for PUC enterprises — The committee forwarded an ordinance increasing short-term interim financing authorizations for SFPUC enterprises (water enterprise cap from $500 million to $750 million; power enterprise cap from $250 million to $450 million). Nikolai Sklaroff (SFPUC) said expanding the commercial-paper program helps reduce long-term borrowing costs for ratepayers; the BLA noted associated costs of bank and dealer fees if fully used.
Item 7: Construction management services for 2000 Marin — The committee forwarded a resolution authorizing a professional services agreement with Consor PMCM Inc. not to exceed $10.7 million to augment construction management staff for the new distribution-division campus. Shelby Campbell (SFPUC project manager) said demolition will begin in November, groundbreaking is scheduled for Nov. 21, and completion is expected in 2028.
Items 8 & 9: AHSC/ASEC awards for Sunnydale Block 7 and 160 Freelon — The committee forwarded accept-and-expend resolutions for approximately $29.7 million for Sunnydale Hope SF Block 7 (89 units; $18.5M for housing, $11.2M for transportation) and approximately $41.2 million for 160 Freelon (85 units; $29M for housing, $12.2M for transportation). Ryan Van Zylen (MOHCD) said the two awards together add 174 affordable units to the city's housing stock.
Items 10 & 11: Golden Gate Avenue Phase 1 financing — The committee forwarded loan and bond-authorizing resolutions to finance Golden Gate Avenue Phase 1, a 75-unit development (54 low-income units and 20 moderate units). MOHCD said the city loan package totals up to $22,747,350 and the bond authorization is roughly $32 million; total development cost was described at about $80 million.
Each item was forwarded to the Board with a positive recommendation by roll call vote (Vice Chair Rafael Mandelman, Member Mirna Melgar, Chair Connie Chan).
