SFMTA contract with Hitachi amended to cover delays, name change and add about $2.1 million

The Budget & Finance Committee on Nov. 20 voted to forward an SFMTA resolution amending the advanced train control system (ATCS) contract to reflect a contractor name change from Thales (formerly Alcatel/Thales) to Hitachi Rail and to add approximately $2,100,000 to the contract to compensate for delays in access and design changes.
David Rojas, technical program manager in SFMTA's IT department, reviewed the contract's history, noting the original implementation dates to the 1990s, that the current contract (Contract 1266-2) began with Thales in 2013, was reassigned to SFMTA in 2019, and achieved substantial completion in August 2022. Rojas said several access delays caused Hitachi to be unable to bill for some work during the planned period and that the modification compensates the contractor for that lost time and other costs. "This modification updates the design of the train control to improve throughput of non-communicating trains in the central subway," Rojas said.
SFMTA said the changes increase the contract by about $2.1 million (to a total a little under $30,000,000) and extend related warranty dates; the agency told the committee the work is funded by the Central Subway Capital Reserve and does not increase the Central Subway project's overall budget. The Budget and Legislative Analyst reviewed the modification and recommended approval. The committee forwarded the resolution to the full Board (3-0).
