The Budget and Finance Committee voted to forward two amendments to citywide security‑guard umbrella contracts to the full Board that would increase not‑to‑exceed amounts for both vendors to ensure capacity through the five‑year terms.
Gloria Yuens of the Office of Contract Administration said the contracts (contract IDs GRP000005 and GRP000007) were procured in 2023 and are structured as umbrella agreements departments use to draw staffing. "We are requesting to increase... the not to exceed amount to about $34,800,000" for A1 Protective Services and to about $38,000,000 for Tree Line Security, Yuens said.
Yuens and Tara Namoyed explained the contracts set vendor pricing as a markup over the fully loaded prevailing wage and include training and licensing requirements; Namoyed noted that although contracts allow both armed and unarmed guards, most current placements under these contracts have been unarmed and armed deployments are rare and limited to specialized clinics.
Supervisors asked about training tracking and compliance with local police‑code restrictions on drawing firearms; OCA staff said training manuals and license/certification requirements were reviewed in the RFP and that individual departments are responsible for liaison oversight. The committee voted to forward both amendments to the full Board with a positive recommendation.
