Committee forwards Potrero patrol‑yard PDA extension, raises potential termination payment to $15.5M

The Budget and Finance Committee on Oct. 9 endorsed forwarding an amendment that would extend the Potrero Patrol Yard predevelopment agreement and increase the city’s maximum potential termination payment if the project is canceled.
Chris Lazaro, SFMTA project director for the patrol‑yard modernization project, described the preferred scenario as a four‑story bus operations and maintenance facility for electric trolley buses plus associated housing and commercial space. "The preferred scenario includes the 4‑story bus operations and maintenance facility, as well as a housing and commercial component that includes approximately 465 units of affordable and workforce housing," Lazaro said.
Lazaro said the PDA extension would move the PDA expiration from Oct. 17 to July 30, 2025, and raise the potential termination payment from about $9.99 million to no more than $15.5 million to reflect extended predevelopment work. The SFMTA said entitlements and environmental clearance had been achieved earlier in the year; the panel heard that project agreements for the bus facility were expected before the end of the calendar year, with housing and commercial agreements in spring 2025.
The Budget and Legislative Analyst recommended approval, and no public commenters signed up. The committee voted to forward the amendment to the full Board with a positive recommendation.
