Committee forwards series of grant acceptances and contract amendments to full Board

On July 31 the Budget & Finance Committee moved a package of grant acceptances and contract amendments to the full Board with positive recommendations.
Department of Public Health: Harmony Bullock (DPH, Office of Overdose Prevention) asked the committee to retroactively accept approximately $1.3 million from the California Department of Public Health to implement the Advancing Racial Equity and Data‑Driven Responses program (03/01/2024–02/28/2027). DPH said funds will support peer‑led navigation in Bayview Hunters Point, mobile MOUD coordination, and expanded fentanyl‑analog testing and surveillance in partnership with the Office of the Chief Medical Examiner.
District Attorney victim services: The clerk read a Cal OES grant described as approximately $364,000 with the city providing matching funds of about $91,000 for county victim services covering 01/01/2024–12/31/2024. Karima Baptiste (Chief, Victim Services Division) described services for families of homicide victims and a multilingual advocacy program; she also stated the grant supports culturally responsive mental‑health linkages and noted the XC funding stream is sunsetting due to VOCA cuts.
OEWD/BACR: Ken Nim (OEWD) presented Amendment No. 2 to a grant agreement with Bay Area Community Resources (BACR) to increase the contract by $4.78 million for continued operation of COVID Response Resource Hubs in Mission, Bayview, Excelsior and Visitation Valley, bringing the contract to a not‑to‑exceed $14,779,999 through 06/30/2025. OEWD noted the hubs served roughly 10,000 clients annually at their peak and that the department will issue a new RFP for workforce development services in fall 2025.
Rec & Park grants: Toni Moran (Rec & Park Capital Division) described acceptance of a $5.5 million State Coastal Conservancy grant for the India Basin Shoreline Park redevelopment (advertise fall 2024; construction Jan 2025–Jan 2027) and a retroactive $8,124,800 National Park Service ORLIP grant (via California State Parks) for Buchanan Street Mall renovations (project budget estimated at ~$34.57M; ORLIP will fund three of five blocks). Both items were presented as ready to enter grant agreements and were forwarded with recommendations.
All items in this package were moved to the full Board with positive recommendations and recorded roll calls (committee votes were unanimous where recorded).
