Committee approves forwarding retroactive CalAIM grants to DPH

The Budget and Finance Committee voted to send two resolutions to the full Board that would retroactively authorize the Department of Public Health to accept state grants tied to the CalAIM initiative.
Alex Boyter of the San Francisco Health Network said the Path Cited 1B award is roughly $3.8 million, including retroactive salary reimbursements for staff who built community‑supports and enhanced case management (ECM) programs and about $3.0 million for furnishings, fixtures and equipment for a planned mental‑health service center. "This grant is for $3,800,000 and we're requesting retroactive approval," Boyter said.
The second item is an intergovernmental transfer (IGT) tied to the same Path program. Boyter said the total IGT award is about $3.2 million and that DPH receives approximately $1.6 million of that amount; the grant includes funding for IT analysts and system implementation to support billing, ECM and the behavioral‑health EPIC launch. He said earlier accounting and legal questions delayed formal acceptance until recently.
Supervisors sought clarification on what the grants fund and how retroactive reimbursements affect the general fund. Boyter said the grants will offset CalAIM‑related general‑fund expenditures, including retroactive salary costs and some IT/EPIC implementation costs.
The committee recorded no public commenters on these items and voted to forward both items to the full Board with positive recommendations (roll call recorded three ayes).
