Budget committee backs Port plan to study Southern Embarcadero resilience with $7.8M state grant

The Budget and Finance Committee on Oct. 2 recommended the Board of Supervisors approve a Port of San Francisco resolution to accept a $7.8 million grant from the California Coastal Conservancy Climate Ready Program for the Southern Embarcadero Resilience and Enhancement Project.
David Beaupre, deputy director at the Port, told the committee the grant will fund detailed designs for the marginal wharf area at Piers 30–32, demolition plans to advance that project, green infrastructure opportunities and interpretive programming about the shoreline’s cultural and natural history. "The grant allows us to look at ways to address sea level rise, which we anticipate to being anywhere from 3 to 7 feet along the Embarcadero," Beaupre said.
Beaupre said the Port expects no required local match, no new positions and no direct city costs tied to accepting the grant. He described work that would coordinate with city agencies including SFMTA, the Public Utilities Commission and Public Works and said the Port would advertise for a consultant in November and aim to award a contract in January with project completion targeted for 2026.
Chair Connie Chan said she was "excited to see this continue to move forward" and moved the item to the full Board with a positive recommendation. A roll call recorded Supervisor Mirna Melgar and Chair Chan voting "Aye"; Vice Chair Rafael Mandelmann was absent.
The committee’s recommendation sends the grant acceptance to the Board of Supervisors for final approval. The Port will return with contract and consultant procurement steps as the project proceeds.
