City fiscal agent to accept $14 million California Jobs First Catalyst grant to fund regional projects

The Budget and Finance Committee on Sept. 25 recommended that the full Board authorize the Office of Economic and Workforce Development (OEWD) to accept and expend $14 million from the California Employment Development Department for the California Jobs First Catalyst program.
OEWD Project Manager Jen Hand told the committee the regional collaborative's planning phase began in October 2022 with a $5 million planning grant, and the Catalyst award sets aside $1.5 million for OEWD as fiscal agent, $2 million for the regional convener, $9 million to catalyze community development projects across the nine‑county Bay Area, and $1.5 million for sector coordinators. The program period runs from May 1, 2024, to Sept. 30, 2026.
Because the state prescribed regional procurement for the $9 million line item, OEWD requested exemptions from local 21GS procurement rules to preserve the regionwide approach and fiduciary duties as fiscal agent. OEWD said the collaborative includes nearly 60 core partners and over 300 organizations convened across the region.
The committee voted to forward the item with a positive recommendation; there were no public speakers on this item in committee.
