Committee backs lease for Kelsey Civic Center disability cultural center and forwards item to full board

The Budget and Finance Committee on Sept. 4 voted to forward to the Board a resolution authorizing a lease between the city and Kelsey Civic Center LLC for ground-floor space at 240 Van Ness (also referenced as 155 Grove) to house a Disability Cultural Center. The lease term is 15 years with three five-year extension options; annual base rent is approximately $60,000 with 2% annual increases and tenant improvements of up to $1,160,000 financed by the city.
Andrico, director of real estate, said the space is roughly 1,770 square feet of interior and courtyard area and that rent obligations will not commence until the landlord completes tenant improvements (estimated February 2025). "The Kelsey Center is scheduled to open in 2025," Andrico said, and the cultural center will be operated by partners including the Department of Disability and Aging Services and community operators such as Haven of Hope.
Kelsey representative Louise Bouquet told the committee the building expects to receive a temporary certificate of occupancy in February 2025 and that residents would begin moving in at that time. Public commenters including Jessica Laymon (community member/advisory committee) and Emily Badix (co‑director of the Future Disability Cultural Center) praised the project as an important, city-supported community space for people with disabilities.
The committee recommended the lease be forwarded with a positive recommendation (3 ayes).
