The Budget and Finance Committee on Sept. 25 voted to forward to the full Board a resolution allowing the Department of the Environment to accept in‑kind pro bono tax services from Deloitte Tax LLP valued at up to $112,000 through May 31, 2025.
Department staff described the federal "direct pay" program as a mechanism that allows local governments and eligible nonprofits to receive payments analogous to tax credits for qualifying purchases and projects (for example, certain clean energy equipment and clean vehicle purchases). The Department said Deloitte's team will assist City departments to identify eligible projects, advise on project scope and stacking rules (labor, disadvantaged community bonuses), and deliver a summary report of findings.
Vice Chair Rafael Mendelmann and Chair Connie Chan expressed support for broad cross‑departmental review, citing potential applications such as SFMTA fleet electrification and solar installations on City assets. The agreement is time‑limited to the end of May 2025; staff said they expect to start work immediately.
The committee moved the item to the full Board with a positive recommendation; Chair Chan and Vice Chair Mendelmann voted aye and the item will appear before the full Board on Oct. 1.
