Committee backs nearly $6.9 million amendment to Pit Stop contract to continue city restrooms and workforce training

The Budget and Finance Committee on Sept. 25 voted to forward to the full Board a resolution approving Amendment No. 6 to the Department of Public Works contract with Hunters Point Family to continue staffing and monitoring of the city's Pit Stop public restroom program.

Deputy Director Bruce Robertson told the committee the program, in operation since 2014, currently staffs 30 locations in 13 neighborhoods and saw more than 560,000 uses in fiscal 2024. The amendment would extend the contract to June 30, 2025, and increase the total not‑to‑exceed amount by roughly $6.9 million to a new total of about $16.2 million.

Nick Menard of the Budget and Legislative Analyst's Office said the nonprofit operates about two‑thirds of Pit Stop sites and recommended approval. Menard noted a performance issue on the City's side: the grant was underspent by about 17% last year because several Pit Stop units were taken out of service for repairs and replacement supplies, which limited staffing and led to underspending.

Committee Chair Supervisor Connie Chan and Vice Chair Rafael Mendelmann moved the item to the full Board with a positive recommendation; no public speakers addressed the item in committee. The motion passed on a roll call with the two committee members present voting aye and Supervisor Melgar excused.

The amendment includes authority for the Director of Public Works to make non‑material adjustments before execution. The department said Hunters Point Family's workforce development component includes recruitment of formerly incarcerated participants, with 206 participants in FY24 and a 70% graduation rate; the program reported placement outcomes including promotions within the nonprofit and hires by the City.

The item will be considered by the full Board on Oct. 1.
