The Budget and Finance Committee voted to forward a resolution authorizing two related agreements with the California Department of Health Care Services to enable participation in the Medi‑Cal County Inmate Program (MCIP). Matthew Sur (reimbursement director, San Francisco Health Network / Department of Public Health) described the participation agreement and a paired administrative services agreement, the latter with a not-to-exceed amount of approximately $24,443.73 for a 07/01/2023–06/30/2026 term.
Sur explained MCIP reimburses inpatient hospital services for inmates who are Medi‑Cal eligible and that participation allows the City and County of San Francisco to draw down federal funds to offset general fund expenses for inpatient care. Supervisors asked about interactions with recent Medicaid/behavioral health initiatives (CalAIM and care court); Sur said MCIP is separate from CalAIM and limited to inpatient hospital services and offered to follow up on related implementation questions.
There were no public speakers and the committee voted 3–0 to forward the resolution to the full Board with a positive recommendation.
