Supervisors Forward Emergency Repairs for Main Public Library After Sewage Overflow

The Budget and Finance Committee on May 3 voted to forward to the full Board a resolution ratifying an emergency declaration authorizing repairs at the San Francisco Main Public Library after a sewage stoppage on Jan. 20.
John Kuha, Director of Facilities for the San Francisco Public Library, told the committee the stoppage began on the fourth floor, worked its way down to the second floor and produced an overspill that affected three floors. He said remediation contractor Belfor arrived the same night, completed remediation work around Feb. 9, and reconstruction followed.
The Budget and Legislative Analyst explained that Administrative Code section 6.60 allows streamlined procurement for emergency work and that the cost estimate for repairs is about $550,000. BLA noted that most costs are covered by insurance except for a roughly $10,000 deductible. David Pilpel, a public commenter, supported the resolution but asked for a follow-up report with remediation details and photos and raised a question about whether the Public Works Commission had ratified the action.
Chair Connie Chan moved to forward the emergency-repair resolution to the full board with a positive recommendation; the motion passed on a 3–0 roll-call vote. The Board file will include the emergency-authorization materials and insurance information; staff said the bulk of the work is already complete.
