Committee forwards amendment to extend and expand funding for Embarcadero Safe Navigation Center services

The Budget & Finance Committee on March 15 voted to forward a resolution authorizing the Department of Homelessness and Supportive Housing (HSH) to execute a second amendment with 5 Keys for supportive services at the Embarcadero Safe Navigation Center.
HSH Manager Dylan Schneider said the amendment increases funding by approximately $4.2 million through Dec. 31, 2023 and authorizes the department to extend the agreement through Dec. 31, 2027 if the Port Commission permits the program to remain on port property; if extended, the total not-to-exceed amount could reach roughly $36.6 million. Schneider said the site currently serves about 120 guests and HSH intends to expand to the 200-bed design as physical beds become available.
Supervisors pressed HSH about intake, referral pathways, average length of stay and outcomes. Schneider and 5 Keys co-director Megan Fallon described intake processes, monthly reporting to a community advisory group, and a dashboard that tracks exits to permanent supportive housing and other outcomes. Fallon said staff have recently helped many guests secure housing and highlighted partnerships that connect guests to employment.
The BLA recommended approval after reviewing contractor financials and performance. The committee forwarded the amendment to the full board with a positive recommendation.
