The Budget & Finance Committee voted to forward three resolutions that together provide state and local financing for Sunnydale Hope SF Block 3B, a 90‑unit affordable housing project developed as part of the larger Sunnydale master plan and public‑housing replacement effort.
Ryan Van Zylen (MOHCD) and Jason Liu (HOPE SF) described the project—s financing package, which includes approximately $47.8 million in HCD Housing Accelerator Program loans, a MOCD loan agreement of up to $31.5 million, and a $6.5 million Infill Infrastructure Grant to fund transit and streetscape improvements near the site. MOHCD said the total development cost is estimated at roughly $99.5–$106 million depending on which report figures are used; the committee record noted a per‑unit cost estimate in the BLA materials and again raised broader questions about controlling development costs.
Sunnydale Block 3B will include 67 replacement units for Sunnydale public housing residents earning 50% of area median income, additional lottery‑restricted units and roughly 3,700 square feet for community‑serving retail. Staff said vertical construction is expected to continue through winter 2025 and that infrastructure work is already underway thanks to prior approvals.
Public commenters reiterated concerns about timelines and accessibility; the committee forwarded the resolutions to the full Board with a positive recommendation (3–0).
