Why it matters: San Francisco recorded roughly 700 overdose deaths in the prior year and supervisors said the city has an urgent need for interventions that both save lives and reduce public drug use. Supporters argue that supervised consumption and integrated drop‑in services provide immediate overdose reversal, link people to treatment, and reduce improperly discarded syringes and public injection.
