The Health Service System presented plan designs and employer contribution rates for calendar year 2023. Director Abby Yance summarized actuary findings and the 10‑county survey used to set employer contributions. The 10‑county average for single‑employee coverage was cited at $780.76 (a 3.1% increase year‑over‑year). HSS projected a 3.19% aggregate medical‑only increase for the city and a 3.22% overall increase across medical, dental, vision, life and LTD.
The Board’s actuary (Aon) and the Budget & Legislative Analyst concurred with the presentation. The committee moved the ordinance forwarding the plans and rates to the full Board with a positive recommendation.
