Committee recommends retroactive POST grant to develop LEP distance‑learning training for law enforcement

The Budget and Finance Committee on Jan. 27 recommended the Board accept and expand a California Peace Officer Standards and Training (POST) grant of $185,000 to the San Francisco Police Department. SFPD presented the award as retroactive and necessary because the project period began Oct. 15, 2020.
Patrick Evidong, SFPD chief financial officer, said funds will support development and certification of a distance‑learning limited‑English‑proficiency training course that can be delivered statewide after POST accreditation. Captain Jack Hart described the program’s goals: documenting community‑policing practices, language‑access lessons and a blueprint departments can replicate. He cited internal language metrics (762 of roughly 2,990 employees are multilingual) and examples where language access improved outcomes.
Supervisors asked why the acceptance is retroactive; SFPD said the grant’s start date was fixed by POST and internal procedural delays required retroactive approval to cover already‑incurred expenses. The committee voted to forward the item to the full Board with a positive recommendation.
