Committee accepts PLA amendment and advances $400 million Muni reliability and street‑safety bond

The committee considered a proposed $400 million general obligation bond to fund Muni facility upgrades, train control modernization, street-safety corridor projects, backlog repairs for signals and transit infrastructure, and speed-management work. Jonathan Rouers, acting CFO for the San Francisco Municipal Transportation Agency, said the bond targets projects that are shovel-ready and intended to be leveraged with state and federal funds. "This positions us well with the infrastructure dollars that will be coming from the federal government because we'll be able to have that local match," Rouers said.
Supervisors discussed priorities including the N Judah project and whether bond categories could help unpause high‑ridership corridor improvements. Supervisor Safaie proposed language to apply the city's Project Labor Agreement (PLA) policy to bond-funded projects; that amendment would subject bond-funded projects to PLAs unless doing so would violate other funding conditions. After public comment and consultation with MTA staff and labor representatives, the committee voted to accept the PLA-related amendments.
Advocates for Vision Zero and transit riders called the measure "essential" to accelerate safety projects and reduce backlog. Some callers urged the MTA to rebuild public trust as it takes the bond to voters. The committee continued the item to the next Budget & Finance meeting for final technical work and to return the ordinance and resolution as amended to the full Board for placement on the June ballot.
