Committee approves feeding-contract extensions for alternative shelters with requirement for six-month spending report

The Budget & Finance Committee on May 5 advanced two HSA contract amendments to the full Board with positive recommendations and added a requirement that the department report back in six months on program use and spending. The resolutions would extend contracts with SF New Deal and SMG Food & Beverage for feeding services at alternative shelter locations (shelter-in-place hotels and isolation/quarantine hotels) and increase not-to-exceed amounts to cover ongoing meal service needs while hotels remain active.
Tommy McLean of HSA’s COVID Food Coordination Group said both vendors provide three meals, snacks and beverages daily across 14 alternative-shelter sites and have been strong partners. The Budget Analyst Office recommended approval but attached amendments to reduce the not-to-exceed totals slightly from the initial requests; committee members accepted the BLA amendments and Supervisor Asha Safaie successfully proposed an additional non-substantive amendment asking HSA to return in six months with a report on program progress and spending.
Deputy City Attorney Pearson confirmed the requested reporting amendment was permissible and non-substantive. There was no public comment. The committee adopted the amendments and moved both items to the full Board with positive recommendations.
