Committee defers vote on $10 million Moscone congregate shelter reallocation amid FEMA eligibility questions

MOHCD and HSA budget staff said Moscone operated with capacity up to 200 people and currently houses about 140 clients; HSA said the $10 million would cover staffing, meals, shower and hygiene trailers, cleaning and facility rent and that FEMA has declined to reimburse the congregate shelter because many residents did not meet FEMA's Shelter-in-Place (SIP) eligibility criteria. HSA and HSH officials said some Moscone stays were intended to provide exits from isolation/quarantine rather than SIP placements and described Moscone costs as largely retroactive.
Chair Haney and other supervisors pressed for a deeper breakdown: total people served to date, per-person cost, exact time period covered by the retrofit funds and why some people were not placed in FEMA-reimbursable SIP hotel rooms. HSH budget staff (Leo Levinson) said the proposed $10 million would replace general-fund costs already incurred and that Moscone operations are time-limited because conventions are returning; he said the department was seeking other placements for occupants.
Because key operational questions remained, and because department staff with detailed knowledge were not present, the committee chose to defer formal action on Item 6 to the call of the chair and asked departments to return with specific data on Moscone's population, eligibility determinations and the precise scope of the retroactive funding request.
