PUC seeks $21.2M interconnection with PG&E for Bay Corridor transmission project

The Budget and Finance Committee on April 7 recommended to the full Board a transmission facilities agreement between the Public Utilities Commission and Pacific Gas & Electric Co. to interconnect city-owned Bay Corridor transmission facilities to the electric grid.
Ramon Abueg (Power Enterprise, PUC) described the Bay Corridor Transmission and Distribution project (BCTD) as San Francisco’s own higher-voltage distribution system that will be served from Hetch Hetchy generation and interconnect at PG&E’s Potrero substation. The PUC presentation said the agreement with PG&E — necessary to complete interconnection work at Potrero — would be for a term through June 2025 and not to exceed roughly $21.1–21.2 million. "BCTD is going to be San Francisco's own distribution system," the presenter said, and the project is intended to reduce reliance on PG&E and allow the city to invest revenues back into the city system.
PUC staff described project components including an underground 230 kV transmission line to a new Davidson substation and a step-down to 12,470 volts for distribution to customers such as Pier 70, Mission Rock and the Southeast Treatment Plant. The PUC reported that the infrastructure work in streets and conduits is about 50% complete and Davidson substation work is about 10% complete; major long-lead equipment has been ordered.
Severn Campbell (BLA) said the BLA reviewed the agreement and recommended approval because the agreement form is required by the Federal Energy Regulatory Commission; the total BCTD budget is about $166 million and the PG&E interconnection payment is only part of the overall financing package, which includes bonds and power enterprise funding. There was no public comment. Chair Haney moved the item to the Board with a positive recommendation; the roll-call vote was 3–0 in favor.
