The committee considered a supplemental ordinance to appropriate Prop I transfer‑tax revenue for two purposes: (1) a COVID rent‑relief program (the Rent Resolution and Relief Fund) and (2) a new Housing Stability Fund to acquire or create permanently affordable social housing.
Supervisor Dean Preston said the item implements the Board’s earlier unanimous intent and the voters’ Proposition I mandate (58% approval). He asked that the committee accept substantive amendments to increase the allocation amounts to reflect the Controller’s updated revenue projection (Controller’s 6‑month report raised estimates). Preston and staff emphasized that federal and state rent‑relief programs will help, but local funds remain necessary to meet the larger need; the BLA estimated unpaid rent through part of the pandemic at several hundred million dollars and advocated using all available local resources to blunt displacement.
Public comment included tenants’ advocates, housing‑rights groups, unions and students urging immediate release of funds for rent relief and support for social housing and municipal housing pilots. The committee adopted Preston’s amendments and agreed to send the amended ordinance to the Budget & Appropriations Committee for detailed consideration on March 17, when the committee will take up broader surplus and stimulus discussions.
What happens next: The supplemental appropriation (as amended) will be heard in Budget & Appropriations on March 17 for final decisions on amounts and allocation timing.
