The Budget & Finance Committee on Feb. 17 voted to send to the full Board two related ordinances: one extending building inspection and related fee waivers for accessory dwelling unit (ADU) construction on single‑family lots retroactive to Jan. 1, 2021 and continuing through June 30, 2023; the other appropriating $165,000 from the General Reserve to offset expected revenue reductions for the current fiscal year (Jan 1–June 30, 2021).
Sponsor Supervisor Marr said the program focuses incentives on ADUs added to single‑family homes and builds on a 2019 pilot that was associated with an increase in single‑family‑ADU applications. John Murray of the Department of Building Inspection presented permit data showing the pilot year had the highest proportion of single‑family ADU applications in the past five years and that fee waivers appeared associated with increased single‑family interest. The BLA noted the $165,000 appropriation would fund roughly 93 single‑family ADU permit applications based on pilot experience.
Vice Chair Safaie recused herself from items 7 and 8 due to a potential financial conflict; the committee approved forwarding both items to the full Board with a positive recommendation.
Next steps: Items will appear before the full Board; DBI and funding partners will be expected to provide annual reports on take‑up and the ordinance requires DBI to report annually on the waivers.
