Committee releases modified Prop C funds to public health and homelessness programs after oversight committee input

DPH’s Hallie Hammer described a $30.3 million FY21 request to begin implementing Mental Health SF: expanded street crisis response teams, telepsychiatry pilots, extended hours at the Behavioral Health Access Center and improvements to the behavioral health pharmacy, plus funds to procure and operate about 150 new treatment/respite beds aligned with an earlier needs analysis. The BLA described the release as consistent with Prop C’s mental‑health bucket; DPH trimmed portions of its request after input from the Our City Our Home (OCOH) oversight committee.
HSH (Abigail Stewart Khan) presented a redesigned homelessness recovery spending plan and asked to release $64.2 million for FY21. The OCOH committee urged prioritizing permanent housing exits and shifting some rapid rehousing subsidies into longer‑term flexible subsidies for equity groups, and it asked the city to seek alternative funding for Moscone West and a Bayview RV site. HSH accepted most OCOH recommendations and agreed to pursue other funding for those shelter operations; as a result the committee reduced the immediate release and approved $49,311,000 for FY21 (a downward revision of roughly $20.8M from the department’s original ask) and directed staff to return if alternative funding is not secured.
Dozens of callers from Glide, provider coalitions and people with lived experience urged strict adherence to the oversight committee’s community‑driven recommendations and asked supervisors to prioritize housing exits and equity in allocation. The BLA noted that after the releases the Prop C committee reserve would remain substantial for the fiscal year and recommended the adjustments.
The committee recorded roll‑call votes: the revised DPH release (as modified in committee) passed (Walton, Mandelmann, Chair Feuer — ayes); the modified HSH release reflecting OCOH recommendations and the contingency to seek other funding for Moscone/RV sites likewise passed by the same recorded ayes.
Staff and oversight committee members said they will continue a rapid, data‑driven planning process to refine remaining allocations and will return to the committee in early 2021 for subsequent phases and capital/acquisition proposals.
