Committee approves DPH’s HIV-prevention and Ryan White funding items, asks for deeper racial and regional data

The Budget & Finance Committee on Oct. 28 approved Department of Public Health requests to reapply for federal HIV-prevention funding and to continue receiving Ryan White emergency relief funds, while asking DPH staff for more detailed demographic and regional data on infections and service delivery.
John Melichar of DPH summarized the CDC cooperative agreement reapplication, saying it covers HIV, STD and hepatitis C prevention as well as work with people experiencing homelessness. "What you have before you is permission to reapply for a continuation of this CDC cooperative agreement," Melichar said. He described grant components including roughly $4.2 million for HIV prevention services and additional funds for epidemiology and competitive components targeting homeless populations.
Bill Bloom and Dean Goodwin from DPH provided budget context: DPH’s HIV health services program budget is about $38 million annually, with Ryan White Part A historically making up about 31% of client-service funding. DPH staff noted shifting client counts across the three-county eligible metropolitan area (San Francisco, San Mateo, Marin) and said they would provide county-level comparisons and updated demographic breakdowns at a future meeting.
Supervisor Rafael Mandeman asked for more precise data about racial/ethnic trends and trends among Latino and Black communities; DPH agreed to follow up and return to the committee with a fuller presentation, including comparison data by county. The committee recorded no callers for public comment on the items and voted to move Item 3 to the full board with a positive recommendation and to schedule Item 4 (Ryan White emergency relief grant) for the Nov. 18 Budget & Finance meeting; both votes were 3-0.
Committee members said they want a deeper public briefing on current epidemiological trends, interventions that work for disproportionately affected communities, and collaboration with regional partners.
