City seeks retroactive $6.54M CDC funding to boost testing, lab capacity and mobile pilots

The Budget and Finance Committee advanced a DPH resolution to accept and expend roughly $6.54 million in federal CARES-Act funding routed through the California Department of Public Health and CDC to enhance epidemiology and laboratory detection capacity.
Deputy health officer Susan Phillip said the grant funds cover six strategic areas, including community wellness initiatives (about $1.2 million), a mobile testing-and-tracing pilot with UCSF and the Latino Task Force ($275,000), laboratory remodeling to house state-provided machines, mobile testing vans with rapid-testing capabilities and additional public-health nursing and physician staff for schools and workplaces. The award is retroactive to May 18 because the California Department of Public Health released the award paperwork in August; the city tailored proposed expenditures to align with the city's COVID command center priorities.
Supervisors asked about where mobile-testing sites will be located; DPH said deployment will be data-driven and coordinated with community partners to reach areas with disproportionate infections and improve geographic allocation of testing. Chair Feuer moved the resolution to the Board with a positive recommendation; the committee approved by roll call vote.
