Port wins $297,000 grant for Heron's Head Park shoreline resilience; committee approves phase 1

The Budget & Finance Committee on Sept. 30 approved a port request to accept and expend $297,000 from the San Francisco Bay Restoration Authority to fund Phase 1 of a shoreline resilience and wetland revegetation project at Heron's Head Park.
Carol Bach, the Port's environmental affairs manager, said Heron's Head Park is a 22‑acre site that has experienced shoreline erosion — in places retreating up to 50 feet since 1999 — and invasive plant encroachment. The Phase‑1 grant will fund plant collection, cultivation, planting and maintenance for the first two years of a larger multi‑phase project that will ultimately construct a living shoreline.
The Restoration Authority's award derives from Measure AA (Clean and Healthy Bay), and the port must maintain plantings for the seven‑year grant term and meet indemnification and insurance requirements. Port staff requested a minor technical amendment to correct the grant term end date from 2025 to 2027 in the resolution; the committee approved the item as amended.
Action taken: The committee approved the resolution, including the technical amendment, by recorded vote. Port staff said the Phase‑1 funds will support youth employment partners and local stewardship activities as part of habitat restoration.
Next steps: With committee approval, port staff will execute the grant agreement and proceed with the first phase of revegetation and maintenance.
