Budget committee forwards loans, grants and leases to full Board, including housing loan and emergency lease
Summary
The committee recommended several resolutions to the full Board, including a $31.8 million MOHCD loan for 270 Turk Street, acceptance of HRSA and HOPWA COVID-related funds, amendments to nutrition grants for elderly services, TEFRA refinancing for the San Francisco Friends School and a 10-year lease for UASI at 1663 Mission Street.
At its Sept. 2 meeting the Budget & Finance Committee forwarded multiple routine but substantive items to the full Board of Supervisors with positive recommendations.
Key items recommended to the Board included:
- A resolution authorizing the Mayor's Office of Housing and Community Development to execute loan documents for acquisition/rehabilitation or permanent financing of at-risk housing located at 270 Turk Street under MOHCD preservation programs for a total not to exceed $31,800,000; the committee noted July amendments removed the small sites program as a funding source and added an option purchase.
- Retroactive authorization for the Department of Public Health to accept a HRSA Ryan White Part A COVID-19 response grant of $488,000 for the three-county eligible metropolitan area; the presentation said San Francisco's share is approximately $413,758 and funds would reimburse community-based organization COVID-related expenses and extend essential services.
- A resolution authorizing the Office of Civic Engagement and Immigrant Affairs to accept a $259,000 supplemental Census 2020 grant for outreach to hard-to-count populations; OCEIA staff described outreach pivots during the pandemic and hard-to-count neighborhoods.
- Amendments to CARES Act HOPWA expenditure plans to add $118,000 to expand the housing opportunities for persons with AIDS coronavirus program, permitting retroactive expenditures by San Mateo County as allowed by HUD; the amendment made no change to the expenditure schedule.
- Expedited retroactive grant amendments to the Department of Disability and Aging Services: Self Help for the Elderly (term extended to Dec. 31, 2020; committee and BLA recommended a reduced not-to-exceed amount of $11,300,000) and Meals on Wheels (term extended to Dec. 31, 2020; BLA recommended reducing the proposed not-to-exceed amount to $28,675,035) to continue meal services during the COVID-19 emergency.
- TEFRA approval for the San Francisco Friends School to refinance its campus at 250 Valencia Street through the California Enterprise Development Authority in an amount not to exceed $25,000,000; controller staff confirmed the required public hearing was held Aug. 12 with no public comments.
- A lease authorization for UASI (Urban Area Security Initiative) at 1663 Mission Street: initial 10-year term, two 5-year options subject to Board approval, base rent $41.42 per square foot (~$208,551/year) with landlord-funded tenant improvements of roughly $156,000; BLA recommended approval and noted lease costs paid by UASI grant.
All items above were moved by Chair Sandra Lee Fewer and carried on roll-call votes recorded as aye by Supervisors Walton, Mandelman and Chair Fewer.
