Budget and Finance Committee forwards Allied Universal contract amendment after demographic briefing

The San Francisco Budget and Finance Committee on a 3–0 vote moved to forward a retroactive first amendment to the city’s contract with Allied Universal Security Services, increasing the contract by $7.8 million for a revised cap of $17.2 million.
Chair Sandra Lee Feuer asked department staff to return with demographic detail after the committee continued the item the prior week. David Kishani of the Human Services Agency told the committee that “out of about 200 security guards employed through this contract, about a total of 53 guards are residents of San Francisco,” and said the gender breakdown was “19 male, 34 female,” with ethnicity described in the presentation as “90% African American, 5% Hispanic, Latinx, and 5% identified as other.”
Kishani also reported that the city is transitioning some security work to additional providers and that the multi-provider approach increased the share of San Francisco residents to about 43% from 27% under the earlier arrangement. He said the department will engage firms with the city’s First Source hiring program “which will help us get more San Francisco residents as guards.”
Supervisor Shimon Walton praised getting the demographic information and asked whether future contracts will require a hiring plan; staff said they will pursue first-source hiring and other strategies to increase local hire rates. There were no public callers on the item.
The committee heard no BLA (Budget and Legislative Analyst) recommendation that changed the committee’s action; Supervisor Walton moved the item forward with a positive recommendation and the roll call recorded three ayes. The item will next be considered by the full Board of Supervisors.
