Committee forwards acceptance of $150,000 FEMA hazard‑mitigation grant for San Francisco plan update

The Budget and Finance Committee voted to forward a resolution authorizing the City Administrator to accept and expend $150,000 from the Federal Emergency Management Agency (FEMA) for the Hazard Mitigation Grant Program to support San Francisco’s update of its 2014 Local Hazard Mitigation Plan, now referred to as the Hazards and Climate Resilience Plan.
Melissa Higbee, from the Office of Resilience and Capital Planning, said the grant reimburses staff time for hazards analysis (including climate change impacts on flooding, extreme heat and drought), strategy development (95 strategies across infrastructure, buildings and communities), stakeholder engagement and report writing. The grant requires a 25% local match; staff said they are using a contract with a vendor to support community engagement materials and website improvements. FEMA tentatively approved the plan in April, pending local adoption, and the plan was recommended for approval by the Land Use and Transportation Committee on June 8.
The committee recorded no public callers; the Chair moved the item to the full Board with a positive recommendation and the clerk recorded three ayes.
