San Francisco DPH reports $1.03 million in COVID‑19 federal allocations for scribe response; spending plan focuses on personnel

San Francisco Department of Public Health officials said the city received two allocations totaling $1,027,167 in CDC‑related funds to support COVID‑19 scribe response activities, and the Budget and Finance Committee moved the retroactive acceptance of the funds to the full Board with a positive recommendation.
Douglas Walsh, program manager for Public Health Emergency Preparedness and Response, said the city received $750,038 on March 20, 2020 and $277,129 on April 13, 2020. The grant period runs from March 5, 2020 through March 15, 2021. Walsh described the department’s spend plan, which directs roughly 90% of grant funds to personnel and allocates about $10,000 for personal protective equipment and $50,000 for activation costs such as lab courier services, after‑hours answering for communicable disease control, and translation services.
Walsh outlined 67 activities across six domains including incident management, jurisdictional recovery, information management, countermeasures and mitigation, surge management, and biosurveillance. He said local public health jurisdictions submit spend plans to the California Department of Public Health Emergency Preparedness Office and will begin quarterly expenditure and progress reporting on June 15.
When Chair Sandra Lee Feuer asked whether the work plans are publicly posted, Walsh said they are and can be posted to DPH’s emergency preparedness and communicable disease website.
The committee recorded a roll call and sent the item to the full Board with a positive recommendation.
