Florence Quan, Office of Contract Administration, said the administrative code (sections 2.81–2.84) requires official newspapers to print in the city at least three days a week and have weekly circulation of at least 50,000; outreach papers must print in San Francisco and circulate primarily within designated outreach communities. OCA recommended the San Francisco Examiner as the official paper (highest evaluation score) and a set of outreach papers (El Reportero, Bay Area Reporter, World Journal, Marina Times/Protero View) based on responsive bids and code compliance. OCA requested $400,000 for the official advertising contract and $40,000 for outreach advertising for FY2020–21.
Supervisor Shavon Walton and others said several neighborhood publications (Visitation Valley, Bayview, Richmond and Sunset area papers) were not reflected in the recommended outreach list. Selah Jack Corella, acting director of OCA, said the office conducted outreach to about 50 neighborhood periodicals but many did not submit responsive bids or did not meet printing/circulation requirements; OCA offered to reject all bids and resolicit and to provide a report on who was notified.
Chair Feuer moved to table item 1 (outreach advertising) so the solicitation can be reopened and to forward item 2 (designation of the San Francisco Examiner as official newspaper) with a positive recommendation to the full Board. The committee recorded roll‑call votes and approved the motions (committee vote recorded as 3 ayes for each action).
The committee's action means the Board of Supervisors will receive a positive recommendation for the Examiner to serve as the city's official newspaper, while the outreach solicitation will be re‑advertised for additional bids and outreach reporting before a final award.
The committee forwarded item 2 and tabled item 1; next steps include a new solicitation and a report back from OCA prior to resubmitting the outreach item to the Board.
