Budget committee moves multiple contracts and grants to full Board with positive recommendations

San Francisco — At its March 25 session the Budget and Finance Committee recommended a slate of contracts, grant acceptances and amendments to the full Board, including agreements for SFPUC dam-and-reservoir engineering, sheriff and district attorney grants, and contract extensions for supportive housing services.
The committee recommended an 11-year, not-to-exceed $11,000,000 professional services agreement (PRO-0138B) with GEI Consultants for planning, design and engineering support for SFPUC dams and reservoirs. Calvin Healy (SFPUC) described the program as part of a broader capital plan responding to Division of Safety of Dams orders; the BLA recommended approval.
The Sheriff’s Department requested authorization to accept and expend $365,000 from the Board of State and Community Corrections for training and equipment; Crispin Hollins (Sheriff’s CFO) described the grant as an annual award to offset training costs. The committee recommended the item to the full Board.
The District Attorney sought retroactive authority to accept and expend $451,000 from the California Governor’s Office of Emergency Services for victim services programs; the DA’s office described continued remote victim services during the crisis and reported serving thousands of victims last year. The committee recommended approval.
The committee also approved an amendment to the contract for property management services provided via DISH/TIDE Center at six permanent supportive-housing sites (extending the term to 06/30/2024 and increasing total not-to-exceed to $29,500,000), and approved contract amendments to Richmond Area Multi Services (RAMS) for behavioral health services for adults and children under amended not-to-exceed amounts. The School-related revenue obligation for San Francisco University High School (up to $19,000,000) was also recommended.
Several items were routine or consent-style actions with BLA analysis provided in committee reports. Where BLA identified adjustments (for example, scope issues in one RAMS contract file), the committee approved recommended amendments and moved the items to the full Board.
