The department described the site as an existing structure that can come online faster than new construction; Public Works projected completion and opening by fall 2020 with operations continuing for two years prior to redevelopment for affordable housing.
Supervisor Matt Haney (presenting amendments) emphasized the importance of advance neighborhood engagement and an outreach zone to prioritize nearby unhoused neighbors for services. The BLA summarized fiscal estimates: leasing costs of roughly $4.3 million over three years and operating costs projected near $7.5 million, with identified departmental EREF funding and potential state grant support in the final year.
Public commenters, including housing advocates and nearby organizations, voiced support and urged thorough outreach. The committee approved the proposed amendments and forwarded the lease to the Board with a positive recommendation.
