Summary
The Budget & Finance Committee moved a range of routine acceptances and referrals to the full Board with positive recommendations or continuances: airport contract modification; DPH NIH and overdose prevention grants; DA insurance fraud grants; MOCD ASIC award for 500 Turk Street; playground grants for Bayview and West Portal; and continuance of bond and debt policy items to Feb. 26 for further review.
The Budget and Finance Committee on Feb. 12 considered multiple routine items and in most cases forwarded them to the Board with positive recommendations.
Item 1: The committee forwarded a modification to an existing airport contract with CETA Information Networking Computing USA Inc. to increase the not‑to‑exceed amount by $5.9 million to support new equipment and passenger processing in Harvey Milk Terminal 1; BLA reviewed the modification and recommended approval.
Items 6–9: DPH presented a retroactive $134,000 NIH grant to support a researcher’s partial salary and a $700,000 state grant to pilot overdose prevention in single‑room occupancy hotels; both were forwarded. The District Attorney’s office presented retroactive grants from the California Department of Insurance (approximately $201,000 and $850,000) for automobile and workers’ compensation insurance fraud programs; both items were forwarded.
Item 10: The Mayor’s Office of Housing and Community Development described a $20 million ASIC award that includes a $13.7 million loan to Turk 500 Associates (108 units, 100% affordable at 500 Turk Street) and $6.3 million for nearby transit improvements (Geary Rapid, Fifth and Sixth Street projects, BART Civic Center canopy) and resident transit passes; construction had begun and the committee forwarded the item.
Items 11–12: Recreation and Park accepted in‑kind playground equipment valued up to $180,000 for Bayview Playground and a modified West Portal playground grant ($388,000, down from $400,000) to close a construction funding gap; both items were forwarded as amended.
Items 13–14: The Controller’s Office requested a continuance for the general obligation refunding bonds resolution and the city debt policy to Feb. 26 to allow BLA review of bond counsel clarifications and SEC guidance; the committee continued those items.
Most items were taken without objection and will appear on the full Board agenda or at the later committee meeting as noted.
