SFO extends patented TNC trip-fee licensing arrangement and trims annual admin fees

San Francisco International Airport staff told the Budget and Finance Committee they have extended their license agreement with the Airport Research & Development Foundation for a patented geofence-based system that audits TNC trip-fee collection.
Kathy Weidner said the system, developed by SFO staff and now patented, defines an airport perimeter with geographic coordinates to capture TNC trip data and validate fee collection. The proposed Modification No. 2 extends the license through March 12, 2023 (with a two-year renewal option), reduces the airport’s administrative fee cap to $144,000 per year, and preserves licensing revenue opportunities if ARDF licenses the technology to other airports.
Weidner said the system helped SFO collect about $55 million in trip fees last year and that the administrative fee paid to ARDF has totaled $1.25 million over the current term. The BLA reviewed the terms and recommended approval; the committee moved the item to the Board with a positive recommendation.
