Committee forwards retroactive behavioral health performance contract and fixed two-year budget cycle resolution

Two procedural budget items were forwarded to the Board of Supervisors on Jan. 22. First, the committee voted to recommend that the Board retroactively authorize the Department of Public Health Community Behavioral Health Services to enter into a performance contract with the California Department of Health Care Services covering July 1, 2018 through June 30, 2021. Myrtle Simmons (DPH deputy director) said the contract outlines state requirements for several funding streams (not direct new money) and that retroactivity resulted from state communication lapses and transitions in leadership at the county level.
Second, the committee considered a resolution to adopt a fixed two-year budgetary cycle for the airport, port and public utilities commission, explained by Ashley Grafenberg of the Mayor’s Budget Office and supported by the controller’s office for technical questions. The resolution would set a fixed adopted budget for fiscal years 2021 and 2022 for those enterprise departments and require Board approval for any revenue or expenditure changes exceeding 5%.
The Budget Analyst’s Office said adopting a fixed two-year budget for these enterprise departments is a policy decision for the Board. Both items were forwarded to the Board with positive recommendations without public comment.
