Committee approves amendment and forwards $28M SFMTA security contract to Board

The Budget and Finance Committee approved BLA-recommended clarifying language and forwarded a San Francisco Municipal Transportation Agency contract for armed and unarmed security guard services to the Board with a positive recommendation.
SFMTA security lead Glenn Maher said the agency’s assessment of about a dozen facilities found nine that were severely lacking coverage. The proposed contract with Allied Universal would raise annual security hours from roughly 187,000 to about 233,000 (an approximate 25% increase), expand coverage to subway platforms and yards, and increase estimated annual contract costs from roughly $6.7 million to an estimate of $8.5–$10 million depending on negotiated wages and manpower.
Maher said armed guards would be used only for revenue collection and cash escorts; non-confrontational de-escalation training and coordination with HSOC/311 and SFPD were described as the primary engagement tools for encampments and people with mental-health needs. The BLA advised amending the legislation to reflect that the initial 3-year term amount is $28,100,000 and that $59,000,000 is the not-to-exceed amount over the full potential 6-year period if option years are exercised.
Several union speakers testified in support of the contract and urged selection of a union-signatory contractor to preserve wages and benefits and to provide job protections for security officers. The committee approved the amendment and forwarded Item 4 to the Board.
